Dishwasher Top Rack Not Cleaning but Bottom Rack Is

1. A tall item blocking the arm's path
A tall glass, pot handle, or utensil poking through the rack can physically stop a spray arm from completing its rotation — the single most common cause.

Food debris and hard-water mineral buildup can partially or fully clog the small holes the arm sprays through, which can also throw off its balance enough to prevent it spinning freely.
3. The arm isn't clipped on securely
Spray arms typically snap onto a water feed post — if it was left slightly unseated after loading dishes or a recent cleaning, it can spin poorly or not at all.
4. A worn or cracked arm bearing
Where the arm attaches to its feed, a bearing or hub lets it spin freely under water pressure — this can wear out or crack over years of use, less common than a simple blockage.

Rearrange tall items and check nothing pokes up into where either spray arm needs to rotate.
Remove and inspect the arm
Take out the spray arm (check your manual if it doesn't pull straight off) and hold it under a running tap, using a toothpick or thin wire to clear any clogged holes.
Check and reseat the mounting clip
Confirm the clip or feed post the arm attaches to is clean and free of debris, then firmly reattach the arm and confirm it spins freely by hand before closing the door.
